​​​​​​The tools and materials in the MCOE LCAP Development Guide suggest a possible approach for LCAP planning and drafting. They are purposefully designed to encourage reflective, focused dialogue and facilitate productive conversations. It is assumed that those who use these materials will modify them to fit a particular audience or situation.
