E-Mail Hosting on MCOE Servers

MCOE agrees to host the selected number of mailboxes on the MCOE Exchange Server. Service includes on-going user-account and mailbox maintenance after the initial one-time set-up of the domain account on the MCOE Exchange server(s). Additional services include trouble-shooting connection issues or other email related incidents. MCOE provides spam filter and email archiving as part of the email hosting service. Since these services cannot be separated by domain from the servers, the district must agree to accept the spam and email archiving policies as set by MCOE. As part of the spam filtering services, MCOE will work with the district to build white lists of otherwise blocked business related sites. We will set-up methods for users to review their spam on a per request basis as approved by the Superintendent or superintendent designee. In addition, MCOE will work with the district to provide access to the email archiving server. The district understands that a copy of every email and attachment is sent to the spam filtering and email archiving server and is retained there for a preset period of time. Even though emails may be deleted from mailboxes by the user, a copy of the email and any attachments will be retained and may be recovered from the spam filtering server. District understands that there should be no expectation of privacy regarding emails and attachments hosted on the MCOE Exchange , spam, and email archiving servers.  We permit devices to connect via Internet services to access email through the web. While there is no charge for these services, District agrees to advise MCOE when a device is lost, stolen, or no longer used so that email may be blocked from the device. District is advised that devices that are not wiped clean may retain copies of email and email attachments that have otherwise been purged from the system. During the course of daily operations, if the ITS staff should encounter district email with inappropriate, threatening, or illegal content, the District Superintendent or designee will be made aware of the finding. MCOE ITS will turn over or provide access to specific district emails upon written request of the district superintendent. MCOE ITS staff will comply with all litigation hold orders or e-discovery orders as issued by a court of law. There is a one-time set-up charge for this service. On-going services are charged on a quarterly basis.  ​

District WAN/Network/Desktop Technology Support

Under WAN support, MCOE offers 2 hours of WAN design and development consultation each year at no charge to the district. This consultation will include examining current WAN design, identifying possible problem areas, suggesting appropriate equipment, and assisting with design. Beyond the above services, we can provide extensive network consulting, configuration, installation, and implementation services and desktop support. Network services include servers running OS 10.x, Windows Server 20xx, and Linux. We support MSSQL, MySQL, and PostgreSQL database applications. There are a diverse number of different server applications that the IT staff is able to support. We can also provide valuable assistance and support with the design and implementation of Cisco VoIP and associated applications and services. These services are billed at a rate of $52.00/hour including travel time and phone support. MCOE has experienced staff available and trained in many different technological areas of expertise. We can customize the support for your district to fit your type and level of need. ​

MCOE WAN Connectivity


This service is charged based on the number of ports the district is using to connect to Merced COE WAN equipment. This is a charge that is calculated using the projected actual cost distributed across the total number of ports. This charge covers the maintenance agreements of the edge router, core switch, the firewall, and the UPS. There is  1 FTE dedicated to patching, maintenance, and monitoring of the WAN. In addition, a portion of the charge is set aside as a reserve for equipment upgrades, repair, or replacement. The approximate cost for this connection is approximately $2750/connection. Note: These charges do not include Internet services provided by the K12HSN. The districts are not charged for this Internet service. In addition, we provide assistance and support with each district's edge router, coordinate WAN circuit repairs with the telecommunications companies, and work with districts to resolve potential or existing network threats. In exchange for these services we request that the districts maintain a Cisco maintenance agreement on their edge router. This service is billed quarterly.

Cisco VoIP System Design, Implementation, and Support


MCOE ITS staff has experience with Cisco Systems VoIP phone systems along with unified messaging,  and other associated applications. If the District is interested in this type of support they will need to work with the MCOE ITS department to determine the feasibility of support and set the level of service and the expectations.

Video Surveillance Systems

The MCOE ITS Department also has developed some expertise in the design and implementation of video surveillance systems. If the District is interested in this type of support they will need to work with the MCOE ITS department to determine the feasibility of support and set the level of service and the expectations.

Network and Email Security Solutions

Securing our network is an on-going challenge that requires sound tools and vigilant upkeep. Periodically MCOE Examines its portfolio of security applications and strives to find and implement the most robust set of security applications at the most feasible price. Districts are welcome and encouraged to participate in these purchases where possible. Currently, we have districts participating in solutions pertaining to content filtering, spam filtering, and anti-virus solutions.

Financial System Services


Merced COE provides financial system services to all 20 school districts within Merced County. The QSS Oasis software is the financial application used and is hosted at the MCOE complex and accessed via direct connection circuit or through a VPN tunnel. Support items  are as follows: 

            1. The on-going maintenance of the server and the associated peripherals 
 2. Software update and patch installation 
 3. User account management 
 4. System administration 
 5. Routine periodic report runs 
 6. Quarterly DE6 reporting 
 7. W2 printing and reporting 
 8. 1099 printing and reporting 
 9. Payroll printing and reporting 
10. Accounts payable printing and reporting
11. 1095 printing and reporting
12. Transparent California and State Controllers FOIA Requests

 
In addition, the financial system support staff provides daily user support and provides trouble-shooting assistance to the users. They are the liaison between the applications developer and the users, reporting problems to the support forum and working with others to find the resolution. The services described above are charged on an annual basis.

Trainings


The MCOE ITS hosts financial system trainings throughout the year for the school districts in Merced County. The focus of these trainings is use of the financial system. Content is determined by popular demand, or newly released software. There is no cost for these trainings. In addition, the ITS department publishes and coordinates the registration for various trainings sponsored by QSS and the Users' Group Committees. Some of these trainings are web-based and may be hosted at the Merced COE or at the district site. Others require travel to a location outside of the County. Fees and permitted attendance varies per the training. MCOE ITS will facilitate the registration for these trainings in most cases.
